It is not a maximum bill: a household that uses more energy than the assumed typical amount pays more than the headline annual figure, and one that uses less pays less. It applies to default/standard-variable tariffs only (not fixed-price deals) and to Great Britain only (England, Scotland and Wales) — Northern Ireland has a separate regime under the Utility Regulator. Figures here are the DIRECT DEBIT cap (Ofgem's internal name for that category is 'Other Payment Method'); the standard credit and prepayment caps are set at different levels and are never mixed in. Electricity figures are the single-rate metering arrangement, not Economy 7/multi-register. Ofgem defines the cap as standing charge × 365 + unit rate × kWh, so its published 'Nil consumption' and 'Typical consumption' levels invert exactly to the rates Ofgem quotes on its consumer page. Verified against Ofgem's own published rates for 1 July–30 September 2026 (electricity 26.11 p/kWh, 57.19 p/day; gas 7.33 p/kWh, 29.04 p/day) and 1 October–31 December 2026 (26.32 p/kWh, 54.83 p/day; 7.97 p/kWh, 29.68 p/day), which this calculation reproduces to the penny. A 365-day year is used for every period, matching Ofgem's own convention. Divided by the assumed consumption Ofgem states on the face of the sheet (2,500 kWh), which cancels out of the result. VAT on domestic energy is 5%; the workbook applies 0% VAT to electricity for October 2026 to March 2027 following the Government's announcement, which Ofgem records in sheet 1a's own note.",
