# An announcement doesn’t pay your rent — revised film

Version 2, researched 1 November 2026. AI narration. Builder checks, not independent analytical assurance.

## Editorial approach

One question, a documented lived experience, compatible comparisons, dated survey evidence and a concrete connection to other issues. National measures, survey feelings and individual cases remain different kinds of evidence. No invented interview, no fictional composite presented as real, and no claim that one person represents everyone.

## Sources and limitations

### budget
https://www.gov.uk/government/publications/budget-2026-document/budget-2026-html

Selected announced measures; energy payment England A–D, one-off from Jan 2027. Council housing programme is an announcement, not completed homes.

Financial Ombudsman published example based on real-life cases: Brian lost £7,000 to a text-message scam; after a refusal, the Ombudsman directed his bank to refund. Event date not given. A case outcome, not a refund guarantee for every fraud victim.

LGSCO Nottinghamshire decision 24 021 977, 28 November 2025. Upheld failures concerning alternative education and EHC provision. Apology, reimbursement, payments and service improvements were agreed remedies; the film does not claim all remedies were completed.

### housing-case
https://england.shelter.org.uk/media/press_release/a_child_becomes_homeless_in_britain_every_eight_minutes

Shelter account published 3 December 2019: Will, aged 10 then, family of four sharing one emergency B&B room in Ilford, one chair and difficulty doing homework. Historical individual experience, not a claim about the family today.

Historical Healthwatch account published 8 November 2021. Anonymous hip-replacement patient referred 11 February 2020 and treated 31 August 2021. Worsening pain and restricted life were reported by the patient. No inference about current circumstances, employment or every patient.

Post Office Horizon IT Inquiry Volume 1, 8 July 2025: documented individual/institutional harm and 19 urgent recommendations on redress. A historical case of institutional failure, not evidence that it caused the national trust trend.

### poverty-survey
https://www.jrf.org.uk/cost-of-living/jrfs-cost-of-living-tracker-summer-2026

JRF/Savanta Cost of Living Tracker, 7 May–5 June 2026, 4,121 UK adults 18+ in the lowest 40% of equivalised household income. Weighted for age, gender, region, ethnicity and tenure. 62% went without at least one essential over six months; 47% cut/skipped meals or went hungry over 30 days. Different windows; do not add or infer overlap. Not all UK households.

### rtt
https://www.england.nhs.uk/statistics/wp-content/uploads/sites/2/2026/10/RTT-Overview-Timeseries-Including-Estimates-for-Missing-Trusts-Aug26-XLS-139K-vjgRdG.xlsx

Early RTT reporting (2007–08) was less complete; NHS England estimates fill gaps for missing trusts. Several large trusts did not report during IT changes in 2016–2023, also estimated.; From February 2024, community-service pathways are no longer reported in RTT, which lowered the list slightly.

## Case studies and visuals

Accounts are paraphrased from the original named publishers, not interviews conducted by UK Facts. Historical cases retain their actual dates; an undated case is labelled undated. Trussell’s original films used actors to protect the real participants: none of that actor footage is reused. Stock photographs are illustrative and do not show the case-study subjects or imply their endorsement. No photographs of the named refugee doctor or children are reused.

## Chart method

Values are read from the canonical repository packages or the retained original source files, not extracted from chart pixels. Annual and monthly observations keep their real dates. Lines stop at stated methodological breaks and missing pandemic observations; animations do not create new data. Rebased pay/price comparisons show relative change, not a made-up household disposable-income budget. G7 output per worker is price-adjusted growth from the same World Bank/ILO source and matching endpoints, not wages or output per hour. PISA comparisons are alphabetical, not rankings, with sampling cautions and approximate 95% error bars.

## Surveys

Survey panels are visibly purple and carry population and fieldwork period. Original questions, bases, weighting and limitations are retained in the research records and canonical source metadata. Different questions/providers are not averaged. Public priorities are multiple-response, not a pie. Public satisfaction and fear do not measure service outcomes or crime incidents.

## Policy and causality

Connections illustrate plausible pathways and documented individual experiences; parallel trends do not identify a causal effect. Targets, commitments, delivered services and demonstrated benefits are separate. Proposals are not all costed or appraised; no invented benefit–cost ratio or savings.

## Illustrative photography
