Government background

From the government’s approach to its delivery record

The government took office on 20 July 2026. Its announcements, funding, legal authority and measured results are assessed separately in the delivery tracker.

What has happened since July?

The Prime Minister’s opening speech set out a programme centred on public control of essential services and transferring power to local areas. An announced approach is not evidence that every policy has been funded or delivered.

Manchesterism and devolution

The July Cabinet statement proposes fiscal devolution, including business-rate retention from April 2027 and retained income-tax receipts from April 2028. These are proposed dates; they do not establish a complete national costing or observed benefits.

Approach, evidence, costs and risks

What does it mean for Portsmouth and Hampshire?

Local reorganisation and devolution have separate decisions and timetables. Use the current Hampshire evidence rather than assuming the national programme establishes a local settlement.
