Does higher spending mean an area is favoured?

These figures alone cannot answer that. Health, age, deprivation, prices and the services provided all affect how much an area needs. A larger amount can mean higher costs or greater need, rather than better services.

London’s services also support commuters and visitors. Dividing by residents is useful for a consistent comparison, but it does not count everyone using those services. The same issue can matter in other employment and visitor centres.

To assess fairness, compare the same service and year, then examine local needs, delivery costs and outcomes. A spending league table is not enough.

What is included and how the figures are calculated

The main charts use spending identified as benefiting people in an area. They do not simply count where an office, contractor or building is located. Council figures overlap with these totals and must not be added to them.

Each financial year runs from April to March. Per-resident figures use the financial-year population published with these spending tables. The council pages use mid-year population at the financial-year start, so the conventions differ.

The North combines the North East, North West, and Yorkshire and the Humber. The Midlands combines the East and West Midlands. The South excluding London combines the East of England, South East and South West. Spending and populations are added before calculating each group’s per-person amount.

Inflation-adjusted figures use a broad measure of prices across the economy, expressed at 2024–25 prices. This is not a separate measure of the price of each public service.

The reviewed history runs from 1999–2000 to 2024–25. It has 26 annual observations, rather than an invented 30-year record.

The source publishes countries and nine English regions, not an all-public-spending total for every council or city. Council spending is a separate, overlapping subset.

Higher spending per resident is not itself proof of unfair allocation. London transport, infrastructure and public services also serve commuters, visitors and wider beneficiaries. These figures are not adjusted for need, costs or daytime population.
